Are you interested in the building industry, legislation and how development works are assessed and regulated?

This is an opportunity to start a rewarding career in building certification while gaining practical experience and undertaking formal study. 

As Cadet Building Certifier, you’ll work closely with the Principal Certifier as part of a small, supportive team within Council’s busy Planning & Regulation team. The role offers a genuine mix of hands-on and office-based work, with approximately 40% of your time spent in the field and 60% in the office. You’ll assist with building assessments, administration, records and systems while developing the knowledge and practical skills needed to progress through the building certification pathway.

With supervision and guidance, you’ll assist the Principal Certifier with Building Code of Australia (BCA) assessments, building certification activities and supervised building inspections. You’ll learn how to interpret legislation, plans and technical information and apply requirements accurately to real-world building and development work. You’ll also work with key systems including the NSW Planning Portal and building certification programs, maintain accurate records and assist with the preparation and management of documentation. Compliance and record keeping are critical aspects of the role, including ensuring information is accurate, current and readily available to support Council’s regulatory obligations and Building Commission requirements. As you progress through your studies and achieve A4 Building Inspector registration, you’ll progressively take on greater responsibility, including conducting building inspections with increased independence, within the scope of your registration and delegated authority.


A significant part of this cadetship is study and professional development. You’ll undertake relevant training, building your knowledge and skills towards Building Inspector level and ultimately progressing towards building certifier responsibilities. This is a challenging course and will require commitment, organisation and the ability to balance study with workplace responsibilities. You’ll be supported by experienced staff as you learn, but we’re looking for someone who is prepared to take ownership of their development, ask questions, absorb new information and keep learning. Previous experience in the building or construction industry would be highly regarded, as would an understanding of building legislation, codes or technical documentation. However, attitude, reliability and a genuine passion for developing a career in building certification are equally important.

You’ll need excellent communication and people skills, with the ability to explain information clearly, confidently and accurately to colleagues, applicants, builders and members of the community. The Planning & Regulation team works in a busy environment and sometimes has to deliver difficult or unpopular information, so empathy, patience, professionalism and a calm approach are essential. You’ll be representing Council whenever you are dealing with the community or attending a site, so you’ll be well presented, approachable and professional. Strong computer skills, attention to detail, sound administration and a customer-service focus are essential.

This is a Term Contract position for the period required to complete the approved training and formal study program (up to 4 years). The cadetship includes undertaking the NVR approved Advanced Diploma of Building Surveying and progressing through Pathway 2 to obtain Building Inspector registration (formerly A4), subject to meeting the registration requirements of Building Commission NSW.

This position is located in the beautiful town of Coonabarabran, known as the Astronomy Capital of Australia, which is midway between Melbourne and Brisbane and is known for its beautiful landscape and stunning night skies. With the nearby Warrumbungle National Park, which is also Australia’s first Dark Sky Park, there is plenty to do and explore whether you’re looking for adventure or relaxation.

Selection criteria include:

  • Demonstrated commitment to work health and safety (WHS) in the workplace
  • Demonstrated interest in the building industry, local government regulation or construction, and eligibility to enrol in the Advanced Diploma of Building Surveying and participate in the Pathway 2 Building Inspector registration process.
  • Completion of Year 12 (or equivalent) or Year 10 plus at least two years in the workforce
  • Willingness and ability to undertake the NVR approved Advanced Diploma of Building Surveying and complete the knowledge, skills, training and application requirements for Building Inspector registration through Pathway 2.
  • Strong written and verbal communication skills, with the ability to interact professionally with the public and team members
  • Good computer skills, including Microsoft Office (Word, Excel, Outlook) and ability to work with other software including the NSW Planning Portal, BCS and GIS mapping systems.
  • Sound organisational skills and attention to detail.
  • Ability to work as part of a team and follow instructions.
  • Demonstrated commitment to confidentiality and professional conduct.
  • Class C driver’s licence (P plates minimum).

It is a plus if you have 

  • At least 3 years’ building and construction industry experience
  • White Card (General Construction Induction Certificate)
  • Knowledge of the National Construction Code and other relevant legislation.
  • Familiarity with interpreting construction plans and technical documents.
